Any experience about Ny Drivers Ed?

Q. Most states have reciprocity laws, such that if your license is suspended or revoked in one state then your driving privileges are suspended or revoked in other states too. This would seem to be the same sort of thing: you have a suspended license with certain very restricted exceptions. But why guess? Call the DMV in the state you're thinking of going to, and ask. Or ask your insurance company, or AAA if you're a member. Any experience about Ny Drivers Ed?

A. There is another issue with reciprocity. I lived in NY City when I reached driving age (mid-1960's), and in memorizing the NY Drivers Manual, I came across a statement that NY drivers under the age of 18 (junior license=16; regular license=18, but 17 with an approved high school driver ed course) generally cannot drive out of state. Several years later, I realized why. At the time (it's since been changed), it was illegal for any out-of-state driver under 18 to drive anywhere in NY state, so under "reciprocity", other states would ban NY drivers under 18, even though they licensed younger drivers (the NY law now is that 16-17yo's from out of state have the same rights as NY junior license holders). During the gas shortages of the 1970's, I was also affected by reciprocity. A number of states in the northeast tried to reduce gas consumption and gas lines by allocating gas on an odd-even basis (on even days, only those whose cars last digit on the license plate was even could buy gas, etc.), but in many cases, exempted out-of-state drivers (didn't want to discourage tourism). New Jersey didn't, and as a result, legally (I found out it wasn't enforced) I was held to the same odd-even rule out of state. Now, getting back on topic, this could mean that if for any reason, VA doesn't recognize out-of-state conditional licenses, you could find that any sort of driving out-of-state would be illegal there.
